《手消毒剂卫生要求》实施效果追踪评价

摘　　要：目的全面掌握《手消毒剂卫生要求》标准发布后的知晓及使用情况,为后续标准修订提供相关建议。方法 2017年3月-2017年7月期间,选择14家手消毒剂生产企业、42家疾控及监督机构、34家医疗机构和52个使用家庭及个人作为调查对象,采用问卷调查、现场调研、电话调查、邮件调查的方法,对该标准的知晓、使用情况以及对标准实际使用中存在的问题进行调查。结果 14家手消毒剂生产企业对该标准知晓率为100%;14家企业均将该标准纳入企业质量管理体系中,9家企业的技术管理部门均组织过或组织参加过《手消毒剂卫生要求》的相关培训;42家疾控及监督机构中,40家机构知晓此标准,知晓率95.2%;使用手消毒剂的34家机构中,该标准知晓率为100%;但仅有20家占58.8%使用机构获得标准全文,14家占41.2%使用机构未获得标准全文。52个普通家庭及个人对标准的知晓率为0。结论手消毒剂使用对象对该标准的掌握程度不高,需加强宣贯及培训。OBJECTIVE To understand the awareness rate and implementation of hygienic requirements for hand antiseptic agents,aso as to provide recommendations for subsequent standard revisions.METHODS A total of 14 manufacturing enterprises,42 disease control and prevention centers and supervision institutions,34 medical institutions,and 52 families and individuals were selected as survey subjects from Mar.2017 to Jul.2017.Questionnaire survey,scene researching,telephone survey and e-mail survey were used to understand the awareness rate,use feeling and suggestions to the criterion.RESULTS The awareness rate of 14 manufacturing enterprises was100%,and the criterion was brought into the quality management system in all the enterprises,in which,the technical management departments of 9 enterprises had organized or participated in the relevant training of hygienic requirements for hand antiseptic agents.In the 42 disease control and prevention centers and supervision institutions,40 institutions understand this standard,and the awareness rate was 95.2%.In the 34 institutions using hand antiseptic agents,the awareness rate was 100%,but only 20 institutions obtained the full test of the standard,accounting for 58.8%,and 14 institutions did not obtain the full test of the standard,accounting for 41.2%.The awareness rate of 52 families and individuals was 0.CONCLUSIONThe degree of mastery of hand disinfectant using unit to the standard is not high,which needs to strengthen publicity and training.
