摘　　要：河北省是全国能源消费和温室气体排放大省,在碳排放控制日益趋紧和经济下行压力较大的背景下,选择经济贡献小、排放水平高的行业作为重点控排行业,对于实现稳增长与控排放的双重目标意义重大。文章借鉴区位商的设计理念,创建了产业碳强度商和区域碳强度商两项指标,并利用坐标象限分析方法,对河北省工业行业碳强度开展评价分组,明确重点碳控排行业,为推进全省低碳发展提供理论支撑。Hebei is a high energy consumption and carbon dioxide emission province in China. Under the increasingly tight control of carbon emissions and the pressure of economic downturn, it is very important to select the key carbon-emission-control Industries which has small economic contribution and high emission level for achieving the twin goals of steady growth and emissions control. By learning location quotient design concept, this paper creates two indicators of Industry Carbon Intensity Quotient and Regional Carbon Intensity Quotient, evaluates and diversifies the carbon intensity of industries by the method of coordinate quadrant analysis and clearly identifies the key carbon-emission-control industries to promote the province＇s low-carbon development.
