北京平原造林的成效与发展对策研究

摘　　要：2012年北京市实施了平原百万亩造林工程,对北京城市森林生态系统和平原区森林景观风貌带来了重大影响,2015年北京市园林绿化局委托国家林业局城市森林研究中心开展《北京市平原造林工程成效综合评价研究》。文章从生态承载力、非首都功能疏解、宜居环境改善、水资源调控、生态意识建设、京津冀协同发展等方面对北京平原造林工程进行了评价,得出定量与定性相结合、现实成效与潜在价值相结合的评价结果。在此基础上,针对北京平原森林建设存在的问题和未来需求,提出了具体的对策和建议。In 2012, Beijing implemented the plain afforestation project, which has a significant impact on the urban forest ecosystem and plain forest landscape in Beijing. In 2015, Beijing Landscaping Bureau commissioned Urban Forestry Research Center of the State Forestry Administration to carry out the comprehensive evaluation of the plain afforestation project. The paper evaluated the plain afforestation project in terms of ecological carrying capacity, non-capital function dispersal, livable environment improvement, water resources regulation, ecological consciousness construction, and Beijing-Tianjin-Hebei synergic development, and the evaluation obtained both quantitative and qualitative results wdth practical effect and potential value. According to the existing problems and future needs of forest establishment and improvement in Beijing plain, some specific countermeasures and suggestions were put forward.
