河长制监测督管及考核的研究

摘　　要：对河长进行考核是中国特色河长制的重要环节,考核需要围绕河长督管和治理的河湖情况开展。从影响河湖的陆地开始,以河湖的水体健康着手,通过对管理制度执行和问题处置、河湖健康和生态保护过程进行考核,用河湖监测监视的数据说话,用老百姓的感受评价。建立严格有效监测督管考核的信息化平台,制定考核办法,对河长制实施的不同阶段进行考核,研究探索开展河长制监测督管和考核的科技支撑。It is an important part to assess river chief mechanism for river chief mechanism of Chinesecharacteristics. Assessment needs to carry out around supervision of river chief and governance of lakes situation.Starting from land which influences the lakes and water health of rivers, it carries out assessment of implementation ofmanagement system, problem disposal, rivers health and ecological protection process, speaks using monitoring data ofrivers, and evaluates using experience of ordinary people. The article establishes informatization platform of effectivemonitoring, supervision and assessment, drafts assessment method for assessing the different stages of river chiefmechanism implementation, explores science and technology support of monitoring, supervision and assessment ofriver chief mechanism.
