摘　　要：从科技档案管理的角度出发,以科技档案管理系统建设的总体思路为架构,利用文献分析法,结合在水利设计单位从事科技档案管理系统建设时所遇到的问题和解决方法,从系统应用层面对系统建设目标、管理对象范围、管理工作内容、支撑条件4个方向入手分析,简要阐述基于"文档一体化"管理理论的科技档案管理系统建设的总体思路。同时在此架构上,针对水利设计单位的特点提出系统建设的注意事项。This paper analyzes the construction of scientific and technological （sci-tech） archives managementsystem from the view of sci-tech archives management. By means of literature analysis and the author’s experiencein the construction of sci-tech archives management system in water conservancy design companies, it analyzes fouraspects： system construction goal, management object scope, management content and supporting condition fromsystem application level, briefly expounds the overall thought of sci-tech archives management system constructionbased on management theory of “Document Integration”. At the same time in this architecture, some matters needattention are put forward for the system construction of aiming at water conservancy design companies.
