摘 要:目前,跨域生态环境协同治理面临着环境保护内聚力不足、责任分担难以界定、合作共识难以达成等治理困境。建构以内生动力为驱动的多元协同治理模式,形成国家、市场和社会一体化的协作性治理网络是解决跨域生态环境治理中面-陆的困境的有效途径。多元协同治理模式的实现,必须健全决策与预防、参与执行、沟通协调、信息共享和互信、政绩考核与监管,以及生态补偿机制等协同治理机制,以保障跨域生态环境治理切实取得实效。At present, the synergy governance of cross-regional ecological environment is facing some governance dilemma, such as the lack of cohesion of environmental protection, being difficult to define responsibility sharing, and being difficult to reach a cooperation consensus. It is an effective way to solve the dilemma of cross-regional ecological environment governance by constructing a multi-synergy governance model driven by endogenous power and forming a national-market- social integrated synergy governance network. In order to establish a multi-synergy governance model, it is necessary to improve the decision-making and prevention mechanism, participation and implementation mechanism, communication and coordination mechanism, information sharing and mutual trust mechanism, performance appraisal and supervision mechanism, and ecological compensation mechanism. The soundness of the above synergy governance mechanism will ensure the practical effect of cross-regional ecological environment governance.
