拓展苏北农民增收空间的路径与对策

摘　　要：近年来,苏北农民收入持续较快增长,收入结构不断优化,收入增长"多轮驱动"。但目前总体水平仍不高,增速放缓,与江苏高水平全面建成小康社会要求还有较大差距。经济新常态下,苏北农民持续增收面临着继续依靠外出务工增加工资性收入难度加大、以传统种养业为主的经营性收入增长受限、政府财力制约转移性收入增长、低收入人口增收难度大等困难。进一步拓展苏北农民增收空间,应合力实施以下政策和措施:一是引导农民就地就近就业创业,拓宽农民增收新渠道;二是推动农业提质增效,挖掘农业内部增收新潜力;三是促进农村产业融合,培育农民增收新动能;四是盘活农村资源资产,探索农民增收新模式;五是推进新型城镇化,增添农民增收新引擎。为此,需要进一步完善苏北农民增收支持政策,改革创新农民增收体制机制,补齐苏北农业农村发展短板,大力推进精准扶贫。In recent years,the farmers＇ income in Northern Jiangsu grows continuously and rapidly,the income structure is optimized constantly and the income growth drivers are diverse.However,the relatively low income level and slowdown of growth show a gap between the current income level and the requirement in building a moderately prosperous society in all respects.Under the background of new normal economy,there are some challenges in promoting the continuous growth of farmers＇ income：growth of wage income relying on migrant workers is more difficult,increase of operating income mainly based on traditional cultivation is limited,growth of transfer income is restricted by governmental financial resources,and income growth of low-income farmers is more difficult.To expand the growth space of farmers＇ income in Northern Jiangsu,five paths should be implemented simultaneously.（1）Guiding farmers to local industry and employment,expanding new channels of farmers＇ income growth.（2）Improving agricultural quality and efficiency,exploring new potential of income growth in agriculture.（3）Promoting the integration of rural industries,fostering new drivers of farmers＇ income growth.（4）Revitalizing resources and assets,exploring new modes of farmers＇ income growth.（5）Promoting new urbanization,adding new engines of farmers＇ income growth.In order to realize these,the support policies should be further improved,the system and mechanism should be reformed and innovated,the development of the short board of agriculture and rural areas should be complemented,and the targeted poverty alleviation should be vigorously promoted.
