摘 要:采用环境政策评估的一般模式,对官厅水库流域水环境保护规划进行了初步评估。结果显示:规划目标至今未能实现,官厅水库水质劣于水环境功能要求;没有确切的证据证明点源污染物排放得到了有效控制。主要原因是:现有的政策体系缺乏法律效力,导致其对地方水环境保护约束力极其有限;以行政区域为控制单元来进行总量指标的分配难以满足和实现流域内河流水质的目标要求;点源水污染物排放标准没有与水质达标直接联接;流域内各水环境功能区水质目标不协调,河流和湖库水质标准中总磷浓度限值也存在不协调;现状流域管理体制根本无力承担横跨四地的流域跨界管理;工业企业没有按照污染者付费原则支付全成本。According to the general model of environmental policy evaluation,a preliminary evaluation on water environmental protection plan for Guanting reservoir basin was carried out.The results showed that the plan target has not yet been achieved,the water quality of Guanting reservoir is inferior to water environmental function requirement.No exact evidence showed that the point source pollutant discharge has been effectively controlled.There are several main reasons showing as follows: The existing policy system lacks the legal effect which limits the restraining force of water environmental protection and water resource exploitation.The pollutant discharge total quantity control cannot satisfy and realize the water quality target.There is no direct connection between pollutant emission standards and water quality standards.There is discordant existed in water quality target and TP concentration limits.The existing administration of Guanting reservoir cannot afford the basin management.The industrial enterprise has not paid the total cost according PPP.
