摘　　要：医疗资源流动的正义性是衡量其流动合理性的重要指标,顶层设计的核心目标在于通过合理分流患者实现医疗资源的合理配置。社会资本办医不仅能在一定程度上缓解我国医疗资源投入不足的问题,而且在提高医疗资源合理流动方面也有独特的价值。The justice of medical resource vertical flow is an important index to measure the rationality of the flow of medical resources. The core goal of the top-level design is to realize the rational allocation of medical resources through reasonable diversion of patients. Therefore, social capital invested in hospitals can not only alleviate the shortage of medical resources in China to some extent, but also have unique value in improving the reasonable flow of medical resources.
