摘　　要：文章结合《安徽省广德县县域乡村建设规划》,以"把握国家新型城镇化发展大势,构筑广德新型城镇化战略格局,实施乡村振兴战略和农村改革,引领乡村体系重构和城乡布局,引导和保障涉农资金精准投放"为主线,从"制定县域新型城镇化战略,引领乡村体系重构""结合多规合一实践,引导村庄用地合理布局""补齐短板精准扶贫,引导涉农资金精准投放""结合省直管县创新平台,探索乡村建设政策创新"等多个方面开展了规划创新总结。冀望其规划编制创新理念和方法,能为同类型地区全面实施乡村振兴战略、完善具有地域特色的县域城镇化战略和城乡规划体系,激发乡村发展活力,有序引导精准扶贫,合理布局城乡空间,构建共享惠民的公共设施体系提供借鉴。Focusing on the principles of ＂grasping the strategy of national new-type urbanization, developing the new pattern of urbanization in Guangde County, implementing the strategy of rural revitalization and rural reform, leading the reorganization of the urban-rural system and space, ensuring the investment of agricultural funds＂, there are several innovation in different aspects in the county rural area construction plan of Guangde County, such as ＂formulating new-type urbanization strategy, leading reorganization of rural system＂ ＂guiding rural land use with multiple plans integration＂ ＂strengthening targeted measures in poverty alleviation, guiding the investment of agricultural funds＂ ＂ exploring the rural construction policy innovation relying on the system of provincial directly governing county＂. These innovative ideas and methods in this plan can provide reference for other counties in China.
