惠农政策执行效果评价及其完善对策——以H市1400位农民为样本

摘　　要：基于农民满意度视角,并通过层次分析法构建起惠农政策执行效果评价指标体系。借鉴四分图模型,运用指标体系科学评价H市惠农政策执行效果。结论如下:农村公路村村通、新型农村社会养老保险、新型农村合作医疗、农村义务教育"两免一补"和取消农业税执行效果较好;农村饮水安全工程执行效果次较好;千万农村劳动力素质培训工程、粮食直接补贴、农村小额支付"村村通"工程、农村环境综合整治和村级公益事业一事一议财政奖补执行效果次较差;农村最低生活保障、农机具购置补贴和农户小额贷款执行效果较差。最后提出体系化的对策建议,以此形成合力提升惠农政策执行效果。Based on the perspective of peasants' satisfaction,the evaluation index system of the Policy of Benefiting Peasants implementation effect is constructed through the analytic hierarchy process.Drawing on the importance performance analysis,the index system is applied to evaluate the implementation effect of the policy of benefiting peasants in H City.The results are as follows.The best implementation effect includes the following policies:cement roads to every village,new rural social endowment insurance,new rural cooperative medical care,policy of " Two Exempt and One Subsidy" in rural compulsory education and the abolition of agricultural tax;with rural drinking water safety project ranked the second best;the third best go to such projects as ten million rural labor force quality training project,direct grain subsidy,small payment in every village,comprehensive improvement of rural environment and government award and subsidy system for villagers;while the implementation effect of such projects as rural minimum living standard security,farm machinery purchase subsidy and rural micro finance proves to the worst.And finally,the systematic countermeasures and suggestions are put forward in order to form a concerted effort to improve the implementation effect of the policy of benefiting peasants.
