基于制度激励与约束视角的农地整理项目农民参与行为研究

摘　　要：以邓州市农地整理项目区的后期管护为例,研究管护制度环境下农民参与行为的影响因素,为完善农民参与政策提供科学依据。结果表明:在禀赋方面,受教育程度及耕地面积对农民影响较大;在制度约束方面,内部管护制度完善程度、外部监督制度有效程度、后期管护制度改进程度对农户参与行为也具有较大的影响。建议提出:政府要加大宣传力度,建立后期管护奖惩及监督机制,并且不断完善后期管护制度,保证管护环境的稳定和可持续性。Taking later stage supervision and protection in Dengzhou as an example of rural land consoli-dation,the paper studied the factors which influence farmers’ participation in the context of supervision andmaintenance system in order to improve policies so that farmers become more actively involved. The resultsshowed that individually,education background and size of the cultivated land have great effects on farmers;Inthe aspect of the formal system,farmers’ participation behavior is affected by how perfect the internal controlsystem is,how effective the external supervision system is,and how much improvement has been made in thelater stage supervision and maintenance.The government should intensify publicity,a reward and punishmentmechanism should be established for the management and supervision,and the management system should beconstantly improved in later stage supervision and maintenance system to ensure stable and sustainable environ-ment management.
