摘　　要："大众创业,万众创新"有利于提高民族创新意识,提高就业、创业水平。知识是创新的源泉和动力。高校图书馆是社会文化中心,海量的文献资源为推动创业、创新提供了信息保障。传统图书馆服务无法满足新形势下的用户需求,以智能化为基础的智慧图书馆有利于拓展用户范围,开展个性化智慧服务。学校和图书馆应克服困难,通过多方争取资金、制定技术标准、加强智慧馆员队伍建设、合理规划管理等举措,推动智慧图书馆建设,以智力资本促进社会创新发展。＂Mass Entrepreneurship and Innovation＂ is conducive to improving national innovation awareness, as well as employment and entrepreneurship level. Knowledge is the source and power of innovation. University library is the center of social culture. Its massive literature resources provide information guarantee for promoting entrepreneurship and innovation. Traditional library service cannot meet the needs of users in the new situation. Smart library based on intelligence is conducive to expanding the scope of users, and conducting personalized intelligent service. Universities and libraries should overcome difficulties, try to get funds in many ways, develop technical standards, strengthen intellectual librarian team construction, make reasonable planning and management measures, to promote smart library construction, social innovation and development of intellectual capital.
