摘　　要：目的对浙江省市(县)疾病预防控制(疾控)机构应急能力进行综合评价,分析等级状态和存在问题,提出新常态下疾控机构应急能力建设的对策建议。方法应用德尔菲法和层次分析法构建疾控机构应急能力综合评价指标体系并确定指标权重,分别设计市级和县级疾控机构应急能力调查评估问卷,对浙江省市、县两级疾控中心进行普查;计算应急能力评价指标的量化得分、综合评价指数和等级状态。结果浙江省11个市级疾控中心应急能力综合评价指数(I)平均为0.872,最高为0.956,最低为0.778;一级指标评价指数由高到低分别为:监测预警能力(0.960)、信息沟通与部门协作能力(0.960)、应急处置能力(0.950)、应急队伍建设(0.923)、应急保障能力(0.838)、应急体系建设(0.724)、应急科研与合作交流能力(0.470)。87家县级疾控中心应急能力综合评价指数(I)平均为0.814,最高为0.875,最低为0.751;市、县疾控中心应急能力总体等级划分均为B,等级状态为"较强",有10家县级疾控中心应急能力等级状态为"弱"。结论浙江省市(县)疾控机构总体应急能力较强,但应急科研与合作交流能力、应急体系建设是目前普遍存在的短板,提升的迫切性较高。Objective To comprehensively assess the emergency response capability of centers for disease control and prevention（CDCs）in Zhejiang province,to recognize the existing issues and to provide better suggestions for the improvement of emergency response system under the ＂ New Normal＂. Methods Delphi method and Analytic Hierarchy Process（AHP）were applied to build a comprehensive evaluation index system for the assessment of emergency response capacity of CDCs.Self-designed questionnaire survey was conducted in all CDCs of municipal and county levels in Zhejing province to assess the emergency response capability based on the calculated scores,index and defined levels. Results The average comprehensive evaluation index（I）of emergency response capability for 11 municipal CDCs surveyed was 0.872（range from 0.778 to 0.956）.The first class index ranking from high to low were 0.960（monitoring and early warning ability）,0.960（information communication and teamwork ability）,0.950（emergency managing capacity）,0.923（emergency team construction）,0.838（emergency response capability）,0.724（construction of the emergency response system）and 0.470（emergency research cooperation and exchange capacity）respectively.The average emergency capability evaluation index（I）for 87 county-level CDCs was 0.814（range from 0.751 to 0.875）.The overall emergency response capabilities of most CDCs fell in the classification of level ＂ B＂ as ＂strong＂,however,the emergency response capacity of 10 county-level CDCs was classified as ＂ weak＂. Conclusions The overall emergency response capability of CDCs in Zhejiang is relatively strong,however,the emergency research cooperation and exchange capacity and construction of the emergency response system need to be further improved.
