摘 要:《京津冀协同发展规划纲要》实施三年来,京津冀区域协同发展水平不断提高,2013—2015年,京津冀协同发展指数由13.7提高到17.1,但是仍然存在很多问题。未来京津冀要实现协同发展应加快天津、石家庄次级经济中心的培育,科学规划建设雄安新区,打造产业协作平台,实现环境的协同治理。京津冀协同发展持续顺利的进行,需要稳定的制度和行之有效的政策为保障:政策调控手段需要从以行政手段为主,尽快转变到以经济手段和法律手段为主;打破区域行政壁垒,实现产业高效协作;尽快转变经济发展方式,降低资源环境负荷;进一步完善交通网络,关注交通软硬件环境的提升;提升中等城市和小城市的能级;尽快建立京津冀利益共享机制。With the implementation of Beijing-Tianjin-Hebei Synergetic Development Plan over the past three years,the coordinated development level of Beijing-Tianjin-Hebei has increased continually. Although the coordinated development index has increased from 13.7 to 17.1 from 2013 to 2015, there exists many problems. In the future, Beijing-Tianjin-Hebei region should pay more attention on the development of sub-economic centres such as Tianjin and Shijiazhuang, plan and develop Xiongan New Area scientifically and build an industrial synergetic platform to realize the environment cooperative governance. The increasingly development of Beijing-Tianjin-Heibei needs steady and effective regulations: economic and legal policy control means should take place administrative means, break down the barrier of region administration to realize efficient industrial cooperation, change the way of economic development pattern for better environment, optimize the transport network and improve facilities, improve the status of small and medium-sized cities and build Beijing-Tianjin-Hebei interests-coordination mechanism as soon as possible.
