摘  要:目的探索建立基于信息化平台的科研人才绩效评估体系并应用于科研人才评价与激励政策的制定。方法采用德尔菲法和层次分析法,确立科研人才绩效评估体系与指标权重。应用所建立的评估体系,基于科研管理系统中的数据,客观评价科研人员的发展情况和趋势,进行个性化的科研人才培养。结果建立了基于科研能力指标、科研产出指标、所在科研平台指标的科研人才绩效评估体系,并应用于科研人才的评价、激励政策的制定及人才培养。结论所建立的评价体系能够客观的反映科研人才的发展现状,并为人才激励和人才培养提供较为客观的依据。Objective To explore the establishment and application of scientific research person- nel performance evaluation system based on Research Resouree Planning (RRP). Methods Establish the index system and weight coefficient of scientific research personnel performance evaluation system by Delphi Method and Analytic Hierarchy Process. The evaluation system is applying for tailored sci- entific research personnel training according to the analysis of current development status of young re- searchers. Results Scientific research personnel performance evaluation system, based on the indica- tors of research capacity, research outcome and research platform is established and applying for per- sonnel training, personnel assessment and incentive policy-making. Conclusions The evaluation sys- tem based on RRP can objectively reflect the current situation of the development of scientific research personnel, which plays an important role in promoting the sustainable development of scientific re- search nersonnel.
