摘　　要：为防范外来动物疫病,降低疫情传入风险,促进边境地区经济发展,云南省提出创新跨境动物疫病区域化管理思路,建设边境防控线、澜沧江防控线、澜沧江以西动物疫病控制区、境外动物疫病控制区等4个主要功能区,综合运用"防堵"和"疏通"手段,将动物疫病区域化管理扩大到中国、老挝、缅甸边境连片地区。经实施推进,目前在基础设施建设、养殖育肥基地建设、中老缅跨境动物疫病防控合作等方面已取得显著成效。In order to prevent the exotic animal diseases,decrease the risk of transboundary animal diseases（TADs）entering into China,and to promote the economic development of border regions,Yunnan Province proposed the idea of regional management for TADs prevention. Four major functional areas were constructed,which included the border prevention and control line for animal disease,the Lancang River animal disease prevention and control line,the animal disease control area in west of the Lancang River,and the overseas animal disease control area. By the combination of ＂blocking＂ and ＂dredging＂,the regional management model was expanded to the border contiguous area of China,Laos and Myanmar. With the implementation of regional management of TADs,some good achievements were got in the construction of animal health infrastructures and animal fattening bases,and in the cross-border cooperation for animal diseases prevention and control.
