摘　　要：CCAR-21部是中国民用航空的基础法规,自CCAR-21-R4版颁发以来,21部规章提出了诸多新的要求,与CCAR-21-R3版存在较大差异。文章通过与CCAR-21-R3规章对比分析,研究了CCAR-21-R4的修订总体情况,分析了典型条款的差异和具体要求,并对设计保证系统进行了重点解读和研究,为申请人符合新版规章要求提供思路。CCAR-21 department is the basic law of civil aviation in China. Since the issuance of CCAR-21-R4 edition, 21 reg-ulations have put forward many new requirements. There is a big difference with the CCAR-21 -R3 version. By comparing with CCAR-21-R3 regulations, this paper studies the general situation of CCAR-21-R4 revision, and analyzes the differences and specific requirements of typical clauses. And the design assurance system has carried on the key interpretation and the research, providing the suggestions for the applicant to conform to the request in the new-edition rule.
