株洲“两型产业”的现状与优化路径

摘　　要：若要落实"两型社会"建设的美好蓝图,就必须有相应的产业体系作为其建设发展的支撑。早在2007年年底,国务院就将"长株潭城市群"批准为"全国资源节约型和环境友好型综合配套改革实验区",株洲市是该试验区的一个重要组成部分。"两型社会"建设为株洲市产业结构的调整与优化带来了机遇与挑战,结合"两型社会"建设要求,加速推进"两型"产业发展,是推进株洲经济高效协调发展的主要保障之一。因此,必须要建立并完善以"两型"产业为主要支柱的产业体系,各项产业发展目标要符合"两型社会"发展的需要。当前,株洲市的产业发展取得了令人瞩目的成绩,但也存在着诸多困难与问题,尤其是产业结构与建设"两型社会"的要求还存在着一定的差距,这就要求我们要通过推进新型工业与现代服务业等方向实现"两型社会"建设中的产业发展目标,早日实现全面小康社会。In order to realize the blueprint of building a ＂two-oriented society＂, a corresponding industrial system supporting its construction and development must be established. Otherwise, it will become castle in the air. In December 2007, the Changsha Zhuzhou Xiangtan city group is approved as a ＂national resource-saving and environmant-friencUy comprehensive reform of the experimentation area＂. The Zhuzhou city is an important part of the experimentation area. The consu＇uedon of ＂two oriented society＂ has brought opportunities and challenges for the adjustment and optimization of industrial structure in Zhuzhou city. Speeding up the development of ＂two oriented industries＂ in combined with the requirements of building a ＂two-oriented society＂ is one of the major guarantees for promoting the coordinated development of Zhuzhou＇s economy. Therefore, an industrial system that takes the ＂two- oriented＂ industry as the main pillar must be established and perfected, and all industrial development goals should be in line with the needs of the development of ＂two-oriented society.＂ At present, the industrial development of Zhuzhou city has made remarkable achievements, but there are also many difficulties and problems. In particular, there is still a certain gap between the industrial structure and the requirement of building a ＂two-oriented society＂. This requires us to achieve the goal of industrial development in the construction of a ＂two-oriented society＂ by promoting new industries and modem service industries, and realize an overall well-to-do society at an early date.
