甘肃新型农村社会救助问题研究——基于精准扶贫视域

摘　　要：农村社会救助是农村社会保障这个安全网的最后一道防线,对改变农村贫困面貌,促进社会和谐,维护社会稳定发挥着不可替代的作用。甘肃地处西北,其独特的地理位置,致使甘肃的经济发展比较落后,社会救助制度极不完善,尤其甘肃新型农村社会救助制度更为滞后,这严重阻碍了甘肃经济的发展和小康目标的实现。针对甘肃新型农村社会救助中存在的救助资金不足、救助标准偏低、法律法规不健全等问题,依托精准扶贫大背景,从优化财政支出结构、拓展筹资渠道、提高救助标准、统筹城乡救助、完善法律法规等方面提出了健全甘肃新型农村社会救助的对策建议。Rural social assistance was the last line of defense in the rural social security network. It played an irreplaceable role in changing the rural poverty, promoting social harmony and maintaining social stability. Gansu was located in the northwest, its u- nique geographical location, resulting in Gansu＇s economic development was relatively backward, the social relief system was im- perfect, especially the Gansu new rural social assistance system was lagging behind, which seriously hindered the realization of the economic development of Gansu and the goal of building a well-off society. Aiming at the existing problems of Gansu new rural so- cial assistance in relief funds, relief low standards, imperfect laws and regulations, it relied on the precise poverty background, from the optimization of the fiscal expenditure structure, expanded financing channels, improved the standard of assistance, urban and rural relief, perfecting laws and regulations, countermeasures and suggestions to improve the Gansu new rural society rescue were put forward.
