多元办医格局助推医师多点执业的探讨

摘　　要：本文通过分析多元办医格局下不同性质医院的发展现状,得出了开展医师多点执业的必要性,以及多点执业"叫好不叫座"的原因,在此基础上提出了改革相关配套措施、放宽政策限制,平衡各利益主体之间关系、明确权责利,鼓励医生集团发展、提升医生的个人品牌,立足实际情况、创新改革思路等四个方面的建议措施,以期为多元办医格局下推行医师多点执业提供一定的理论参考。Through analyzing the development status of hospitals of different characteristics under the plural pattern of medical organizations, we think it is necessary to carry out multiple-site physician practice and make out the reasons why multiple-site physician practice is highly regarded but proceeded unsmoothly. Based on this, we put forward measures in four aspects： reforming corresponding measures to ease rule constraints, balancing the relationship between different benefit subjects and clearing the division in rights and responsibilities, encouraging the development of the medical groups to enhance the personal brand of doctors, innovating reform ideas based on actual situation. We hope to provide some theoretical foundation for implementation of multiple-site physician practice under the plural pattern of medical organizations.
