摘　　要：近年来,小麦供需格局及国内外粮食市场形势发生深刻变化,尤其在中国农业供给侧结构性改革的大环境下,小麦最低收购价格政策存在进一步改革与完善的要求。2017年10月27日,国家发展和改革委员会发布2018年小麦最低收购价格,较上年小幅下调至2.30元/kg,这是该政策实施12年来的首次下调,政策调整改革进度加快。以中国小麦最低收购价格政策演变路径为研究基础,结合当前情况对该政策存在的问题进行简析,提出了相关建议,并对2018—2020年小麦市场形势予以了展望。In recent years, the supply and demand of wheat and the grain market situation at home and abroad have gotten profound changes, especially under the background of China＇s agricultural supply-side structural reform, the minimum purchase price policy of wheat has the requirement of further reform and perfection. On October 27, 2017, the NDRC issued the minimum purchase price of wheat of 2018, slightly decreasing to 2.30 yuan per kilogram compared with the previous year, which is the first cut in the process of policy implementation for 12 years, with the pace of policy adjustment and reform accelerated. Based on the evolution path of minimum purchase price policy of wheat, the author analyzed the problems existing in the policy combining with the current situation, put forward relevant suggestions, and looked forward to the market situation of wheat during 2018-2020.
