摘 要:使用Moore结构值和产业结构超前系数测算了2006-2015年福建工业结构调整的程度和方向,使用考虑非期望产出的DEA方法测算了工业行业能源效率,利用耦合度和协调度模型研究了结构调整与能源效率提升间的协调发展情况。研究表明:福建省工业结构调整速度逐步加快但高度化趋势并不明显;相比规模效率而言,纯技术效率更能有效推动综合效率的提升且未来还有提升空间;工业结构调整与能源效率的耦合协调性普遍较差,高技术产业表现尤为明显。进而,从政策引导、技术推动和制度创新等方面提出改善工业结构调整与能源效率协调性的政策建议。Industrial structure adjustment in Fujian from 2006 to 2015 is evaluated by Moore value and industrial structure advancement coefficient. Based on considering undesired output,the energy efficiency of Fujian's industry is measured by DEA method. The coupled coordination of industrial structure adjustment and energy efficiency is evaluated by the coupling and coordination degree models. The results show that the pace of industrial structure adjustment in Fujian has been accelerated in recent years,but the trend of structural advancement is not obvious. Moreover,compared to the scale efficiency,pure technical efficiency is more effective to promote the comprehensive efficiency,and there is still room for improvement in the future. The coupled coordination of industrial structure adjustment and energy efficiency is poor generally,especially for high-tech industry. Therefore,some measurements about accelerating industrial structure coordination and energy efficiency are given from policy guidance,technology promotion and institutional innovation.
