摘　　要：本文从辨析国际发达地区在构建社会性老年生活保障和服务设施体系的实践方式与结果出发,挖掘中国老年服务与设施供需失衡现状的根源,探讨适合中国的实践参照系,并通过案例重点阐释以城市公共综合体开发策略规划设计老年设施这一手段有助于达成社会融合可持续发展目标的原理,最后对中国老年服务设施建设实践方式的修正提出建议。希望籍此帮助我国的决策者与实践者及早走出单纯追求速度与容量,盲目复制国外某些老年设施泛商业模式和表面形式的实践误区。Based on the comparative analysis of the practicing models and effects of social elderly security and care system in America and EU countries, this paper explores the root causes of the imbalance between the supply and demand of the elderly service and facilities in China, and identifies the reference frame suitable for China; further through the exemplary cases, intepreteswhy and how the application of complex development strategy in the urban planning and architectural design of elderly care facilities could help achieve the goals of social integration and sustainable development; and finally proposes the key points for Chinese dicision makers and practitioners to reestablish the practicing target and means respective to the social reality in China, while stepping out of the mindsets and actions to simply pursue the construction speed and capacity of elderly care facilities and blindly follow some business models and superficial forms of the international practices.
