摘　　要：城市跨江发展是城市发展过程中一种特殊的空间扩张形式。潮州城市一直在韩江西侧单岸发展,迫切需要进行跨江东拓来解决城市用地压力、优化城市空间结构,缩小东西两岸差距和提升城市功能与辐射能力等问题。目前潮州市韩江东岸的地质工程条件和景观环境都较为优越,内外交通条件正不断完善,且东岸城区建设得到省市各级政府的支持。由于韩江的阻隔力较大,城市经济基础薄弱,所以要推动潮州城市跨江东拓,需要通过加快构建东拓交通格局,推进东西两岸城区功能互补,优化东岸城区空间布局,加强环境整治,保证持续的政策支持和新城建设管治等措施来加快推进跨江发展。The river-crossing development of urban is a special form of spatial expansion in the process of city development. For a long time Chaozhou city construction has the characteristics of one-sided development on the west side of the Hanjiang River. This has led to the following problems in Chaozhou City： the ease of urban land pressure, the reduction of the gap between the two sides, the improvement of urban functions and the ability of radiation, the optimization of urban spatial structure, and many other issues. To solve these problems is urgent for Chaozhou City to realize the east development, and it is to strive to build the Han Dong New Town. The current state of geological engineering condition and landscape environment is relatively superior in east side of Hanjiang, Chaozhou City. The inter-city transportation is improving and the development of the east draws support from the government in different levels. Because of the space barrier of the Hanjiang river, and the weakness of urban economic base, Chaozhou must speed up the construction of the East extension traffic pattern, and it must push forward the coordinated development between the east and west, then optimizing the spatial layout of the east coast city. Strengthened environmental protection and continued policy support and better management will facilitie the growth of Chaozhou City.
