摘  要:市场化改革是中国天然气持续发展的必然选择。在总结分析中国天然气市场化改革现状和存在问题的基础上,通过国外天然气市场化改革的背景、实施路径、目标模式与中国天然气产业链体制机制对比分析,认为中国天然气市场化改革是一项系统工程,不可能一蹴而就,设计了中国天然气市场化目标模式,提出了近中期市场化改革的五方面建议,即:加紧天然气立法研究,推动全国人大制定天然气法或石油天然气法;筹备和组建天然气监管机构或部门;积极推进天然气体制改革;深化天然气价格改革;建设区域天然气交易中心,开展线上和线下天然气现货交易。The marketization reform is the inevitable choice of the sustainable development of natural gas in China. Based on the analysis of the current situation and problems of marketization reform of natural gas in China, through the comparative analysis of the background, implementation route,objective mode of foreign gas marketization reform and the mechanism of China natural gas industry chain,it is believed that natural gas marketization reform is a systematic project which cannot be finished in an action. And the objective model of Chinese natural gas industry is designed,and five suggestions are put forward,that is,to intensify the research of natural gas legislation,to promote the enactment of Natural Gas Law or the Petroleum and Natural Gas Law by the national people’s congress,prepare and form natural gas regulatory agencies or departments,actively promote the reform of natural gas system,deepen the reform of natural gas pricing,establish regional gas trading center and carry out online and offline natural gas trading and so on.
