基层矿产资源统计工作现状分析及对策建议

摘　　要：目前,矿产资源统计工作由矿产资源储量登记、矿产资源储量统计和矿产资源开发利用统计三个部分组成。笔者通过开展矿产资源统计工作,发现工作中存在的主要问题包括:基层缺乏矿政管理人才,未能全面执行矿产资源登记统计工作制度;矿山企业缺乏诚信和人才,不愿意或不能够履行矿产资源统计工作义务;管理软件填报设置欠优化,造成填报数据容易出错和不准确;缺乏专业培训,基层矿政管理部门及矿山企业人员不熟悉工作要求。针对存在的问题,提出如下建议意见:矿政管理部门引进专业人才负责落实矿产资源统计工作制度;加强矿政管理,促使矿山企业诚信履行矿产资源统计工作义务;优化管理软件,提高统计效率;建立培训机制,提高矿政管理和矿山企业人员技术水平。At present, the statistical work of the mineral resources consists of three parts： The mineral resources reserves registration, mineral resources reserves statistics and mineral resources development and utilization statistics. By conducting the mineral resources statistical work, the author has found the main problems include： The grass-roots have not fully implemented the mineral resources registration and statistics system because of lack of mineral resource management talents; The mining enterprises are unwilling or unable to fulfill the obligations of the mineral resources statistical work because of lack of integrity and talents; The settings for the management software have not been optimized, causing the data to contain errors and to be inaccurate; The grass-roots mineral resources management departments and mining enterprises personnel are not familiar with the work requirements because of lack of professional training. For all the existing problems, the following suggestions are put forward： The mineral resources management departments should introduce the professionals to implement the system of mineral resources statistical work; Strengthening the mineral resources management to help the mining enterprises perform its mineral resources statistics obligation with integrity; Optimizing the management software to improve the statistical efficiency; Establishing the training mechanisms to improve the mineral resources management and the mining enterprises personnel＇s professional skills.
