摘　　要：针对现行非普查年使用人口统计分析模型和人口行政记录系统提供人口数存在的问题,明确提出构造新的总体人口数估计量的研究目标.为了实现目标,采用抽样估计、文献解读的研究方法.研究结果表明:两阶段抽样法适合于人口数估计;在估计总体参数的同时,还要计算其抽样方差,以确认估计结果的精度.研究价值在于为政府统计部门制订非普查年人口数估计方案提供参考.如何利用非普查年的人口抽样调查及其质量评估调查资料和人口行政记录资料构造三系统估计量是需要进一步研究的问题.In view of the existing problems in the use of demographic analysis model and population administrative record system in the current non-census year,the paper puts forward the research goal of constructing a new population estimation system with the sampling estimates and literature interpretation as the research methods.The results show that the two-stage sampling method is suitable for estimating the population.In estimating the overall parameters,the sampling variance is calculated to confirm the accuracy of the estimation results.The value of the research is to provide a reference for government statistical departments to formulate the population estimation scheme for non-census years.How to make use of the population sampling survey of the non-census years,the data of the quality assessment and the administrative records of population to construct the triple-systemic estimator is a problem that needs further study.
