摘 要:针对政府应急物资储备库的应急物资轮换更新问题,引入对价值损耗率具有良好模拟性能的两参数Weibull分布函数来描述应急物资的价值损耗特性,并根据价值损耗特性将应急物资分为3大类。在此基础上,以单位时间社会资源平均损耗最小为目标,同时考虑物资投入应急使用时的质量水平要求,建立数学模型,探讨了3种不同类型应急物资的最佳轮换更新策略及其分类管理启示;并结合算例分析了物资的价值损耗特性对其最佳轮换更新策略的影响。Concerning the rotation & update problem of the emergency materials reserved in government repositories, two-parameter Weibull distribution function which has good simulation performance for value loss rate is employed to describe the value loss characteristics of emergency materials, and accordingly, emergency materials are divided into three categories based their value loss characteristics. Subsequently, taking into account the required quality level of the materials when they are put into emergency use, a mathematical model is established to minimize the average loss of the social resources in unit time. Following that, the optimal rotation & update strategy is proposed, and the classification management implications for the three different types of emergency materials are discussed as well. The impacts of value loss characteristics on the optimal rotation & update strategy are further verified and analyzed through numerical examples.
