摘 要:针对水利建设工程实施过程中诸多不可预测的情况造成工程成本增加与工期延误的问题,从水利工程承包商的角度出发,通过文献回顾、问卷调查及深入访谈3种方式对水利工程成本控制的影响因子进行收集与归类整理,并应用因子分析法萃取其重要影响因素,在此基础上分析各因素层面下各重要因子的关联性,最后深入剖析了重要影响因子如何影响承包商对水利工程成本控制,并提出了相应对策。因子分析结果显示:水利工程承包商成本控制主要影响因子有4个层面、20项重要影响因子,其中施工范围界定不清、分包商能力不足、工程实施现场条件混乱、施工材料价格上涨等为各层面影响成本控制较大的因子。相关分析结果表明:监理工程师不合理要求与监理工程师立场欠缺公正为高度相关,分包商动员能力不足与分包商管理能力不足为高度相关,工程实施现场条件与施工范围界定不清中度相关,施工材料价格上涨与施工材料短缺中度相关。研究结果能够为水利工程承包商的成本控制提供参考。Many circumstances are unpredictable during the implementation process of water conservancy project, which of-ten cause financial loss, increased construction costs and schedule delays. Based on the general contractor' s viewpoints, this pa-per investigates the cost control influence factors for water conservancy project via literature review and the survey. The factor a-nalysis method was used to extract the major cost control influence factors. The correlation analysis was performed to clarify the relationship between these cost control influence factors and sub-factors under each factor. Several water conservancy project practitioners were invited to analyze the sub-factors of cost control influence factors and provide some strategic suggestions in terms of minimum the impact of the influence factors. Research results show that the sub-factors of cost control influence factors for water conservancy project can be classified into four categories,it includes 20 sub-factors of cost control influence factors, lack of clear definition for scope of works, subcontractor' s in sufficient ability to perform the work, site construction conditions and the escalation of construction material cost are the most important sub-factors. The correlation analysis demonstrated that unreasonable requirement from the supervision engineer and unfair standpoints of the supervision engineer are highly correlated;insufficient mobilization ability and lack of management capability of the subcontractor are medium correlated; site construction conditions and lack of clear definition for scope of works are medium correlated;escalation of construction material cost and short-age of construction materials are medium correlated. The results of the research can provide reference for water conservancy pro-ject general contractor to consider the cost control influence factors.
