广西边境地区绕关走私问题研究

摘　　要：广西边境地区绕关走私活动屡禁不止,其主要特点有主体构成复杂化、物品类型多样化、走私活动集团化和专业化,是由特殊的地理环境与落后的经济环境、巨大的市场需求和高额的利润回报、边境管控能力不足、法律法规滞后及越南的转口贸易政策等多方面原因造成的。应加强政府引导、基础设施建设、边境管控、情报收集与国际合作等方面的工作,建立健全相关法律法规,掌握反走私斗争主动权,堵住走私源头。Smuggling through bypassing customs remains rampant despite repeated prohibitions, with major features of complicated subject composing,diversified article types,collectivized and professionalized smuggling activities, which result from special geographical environments and backward economic environments,enormous market demands and high profit returns, insufficient control capacity in the border areas, hysteretic laws and regulations and Vietnamese transit trade policy. Therefore, efforts should be made on intensification of government leading, infrastructure construction, development of the related laws and regulations, mastering of the initiative of anti-smuggling struggle so as to block off the smuggling source.
