摘　　要："十二五"期间,以工程减排为重点,国家层面重点推进八项污染治理工程项目实施,为改善城市环境基础设施、提升工业污染治理水平、改善农村环境面貌提供了重要支撑。工程项目实施过程中存在工程建设与项目管理自主推进动力不足、项目谋划运作能力弱、项目全过程管理机制不健全、项目投融资市场化机制不完善4个方面的问题。为提高重大工程项目实施和资金保障,应进一步强化地方主体责任,提升环保工程项目管理能力和信息化水平,加强重大环保工程项目储备,建立资金保障机制和以绩效为导向的资金使用机制。During the 12 th Five-Year Plan period,the implementation of eight environmental engineering projects has been promoted at the national level. They has provided important support for improving the urban environmental infrastructure,improving the level of industrial pollution control and the rural environment. However,there are four problems in the process of project implementation,induding insufficient construction of project construction and project management,weak project operation ability,imperfect management of the whole project process,imperfect marketization mechanism of project investment and financing. In the process of promoting the implementation of the project,we need to further strengthen the local principal responsibility,enhance the environmental management project management capacity and information level,strengthen the construction of major environmental protection project reserves,strengthen the financial security and the establishment of performance-oriented capital use mechanism.
