摘　　要：论文对近十年国外基层图书馆发展研究现状进行系统总结和归纳,发现实现自身的可持续发展、创建本土化的发展模式、对信息的有效识别与转化、服务环境多元化是国外基层图书馆发展面临的主要问题。针对上述问题,解决策略包括服务效能的专业化、特殊用户服务的专门化、基于ICT服务类型的多元化、社会资本存量的增量化。This paper makes a systematically summary and induction on the research status of the development of the foreign libraries at the grass-root levelin recent ten years. It concludes that the sustainable development, the creation of localized development model, the identification and transformation of information and the diversification of service environment are the main problems in the development of the foreign libraries at the grass-root level. Based on the analysis above, the solutions includethe specialization of service efficiency, the specialized services for special users, the diversity of service types basedon ICT, and the increase of the social capital stock.
