摘 要:雄安新区打造一支高素质、专业化的公务员队伍需要创新公务员管理制度。人才优先,多轨并行吸纳人才;建立岗位管理制度,进行职位制改革;强化职级晋升激励,进行晋升制度改革;推行聘任制增加用人制度弹性;以家庭为中心建立福利保障制度。通过这一套科学化、弹性化、人性化的制度并有效运行,从而实现选录、激励、留住最合适的人扎根雄安新区工作。The construction of a high-quality and professional civil service team in Xiong-An New Area requires the innovation of civil service management system.The new management system emphasizes Talent first and using multi track parallel to absorb talents.It would establish a management system for position system reform,strengthen the encouragement of rank promotion,reform the promotion system,carry out the appointment system to increase the elasticity of the employment system and establish a welfare security system with family as the center.Through a set of scientific,flexible and humane system and its effective operation,it could achieve the target that select,motivate and retain the talented people to let them root in Xiongan Area.
