摘　　要：系统思维是人们将认识对象视为一个系统,通过揭示系统与要素、要素与要素、系统与环境的内在机理与外在联系,形成对事物整体性认识的一种高级思维方法,它也是人们认识事物规律、推动事物发展的有效思想武器。党的十八大以来,香港"一国两制"的实践之所以能够克服重重挑战,顺利向前推进,与习近平治港方略中贯穿渗透的系统思维密不可分。"三个相信"、"四个始终"、"香港与内地共圆中国梦"作为习近平治港方略的有机组成部分,相互联系、相互作用,为香港未来发展提供了科学的指南。System thinking is a high - level thinking method, which takes objects as a system forming a holistic understanding of things by revealing the inner mechanism and external relations of systems and elements, elements and elements, systems and environment. It is also an effective ideological weapon for people to know the law of things and promote the development of things. Since the 18th national congress of the Communist Party of China, the reason why the practice of ＂one country, two systems＂ in Hong Kong can overcome the challenges and go ahead smoothly, is that the Strategy of Xi Jinping Administers Hong Kong penetrates system thinking. ＂Three Believes＂ ,＂ Four Always＂ and ＂realize Chinese dream together with Hong Kong and the mainland＂, as an organic part of the Strategy of Xi Jinping Administers Hong Kong, are interrelated and interact with each other, which provides scientific guidelines for Hong Kong＇ s future development.
