政策变迁视角下的广东高等教育质量保障政策研究

摘　　要：保障工作,政策先行,政策的发展折射着高等教育质量保障的内在逻辑,系统梳理、回顾、总结最近30年来广东高等教育质量保障政策经验成为一项颇具价值的基础性工作。研究采用内容分析法,基于"政策变迁"的视角,对1985年—2015年高等教育质量保障活动的政策作客观而系统的量化分析。结果显示:1985年—2015年期间广东高等教育质量保障政策从蹒跚起步到形成较为庞大而系统的高等教育质量保障体系经历了酝酿、改革、创新与完善,从"支撑型"外源保障向"核心型"内源保障过渡,呈现"试探性与渐进性"以及"内聚性与强精英性"特征。In guaranteeing work,policies come first.There is need,from time to time,to study and review quality assurance policy showing the logical process of the development in higher education.The paper uses content analysis of 1985-2015 policy of higher education quality assurance activities as objective and quantitative analysis.From 1985 to 2015,the higher education quality assurance policy of Guangdong province has gone through a difficult start to a comparatively large and systematic higher education quality assurance policy system,and has experienced the process of incubation,reform,innovation,and perfection.It is the result of the joint exploration and interactive development between the central government and the local government,the government and universities,and higher education subsystem and the social system by continuous accumulation,preparation,and completion.
