摘  要:为深入分析长江内河危化品运力池(POOL)的发展环境,推动规模化效益、规范化运作,合理调控危化品运输船的运力结构和市场供给平衡,基于层次分析法和模糊综合评价法,围绕危化品水运业中的"钱、货、管、控、保"等5个维度进行科学评价,通过确定权值大小,评判优劣结果,分析运输环境及发展的必要性,进而明确危化品POOL在降低经营资本、配置过剩运力、集约规范市场、协同风险防控和撬动产业政策等方面的可行性。该危化品POOL是具有针对性、创新性和可复制性的内河联营理念,可为政府引导和市场主导水运模式的发展提供驱动路径。The development of the tanker POOL for harzadous chemical transport in Yangtze River is analyzed with the Analytic Hierarchy Process( AHP) and Fuzzy Comprehensive Evaluation Method in dimensions of "money,cargo,management,control and safety". The objective is to achieve the economy of scale,the standardization of operation,the rationalization of the fleet structure,and the market balance. After determining the weights of the factors,judging the results,and analyzing the transportation environment and the necessity of development,the feasibility of the POOL of hazardous chemical tankers is analyzed in terms of reducing the capital investment,making use of excess transport capacity,intensively regulating the market,collaboratively controlling risks,and influencing the industrial policy. The tanker POOL is regarded as a well-directed,innovative and replicable inland joint operation mode,and the driving force of waterborne transportation industry that is commercialized under the guidance of the government.
