延边地区城镇医疗保险制度运行困境探析

摘　　要：健康是人类社会最重要的目标和基本需求,医疗保险制度是影响健康的重要因素。城镇基本医疗保险制度是中国国民医疗保险体系的重要内容,高效的医疗保险制度能够降低医疗服务的相对价格,增强医疗卫生服务的可及性,更好地满足人民日益增长的对健康的美好生活需要。然而,身份捆绑的不同类型的城镇基本医疗保险制度体现了目前中国医疗卫生制度不平衡不充分发展的现状,边境民族地区人口的双向迁移流动以及老龄少子化、跨境婚姻、跨国家庭等特殊人口现象,使得城镇基本医疗保险制度出现了由于户籍、职业不同所造成的不公平的分割运行机制,直接影响了延边地区城镇基本医疗保险事业的稳步发展。建立健全城镇基本医疗保险制度,真正实现不同医疗保险能够衔接和自由转移,尊重和保障所有社会成员的健康权益,实现社会公平,对于构建和谐稳定的边疆社会具有重要意义。Health is the most important goal and basic demand of human society,and the medical insurance system is an important factor affecting the health.Urban basic medical insurance system is an important part of China’s national health insurance system.Efficient medical insurance system can reduce the relative price of medical services,enhance accessibility of medical services,and better meet people’s growing healthy and healthy needs.However,the basic medical insurance system of different types of cities and towns presents the situation of the inadequately balanced development of the medical and health system in China,such as the bi-directional migration of population in the border ethnic areas,ageing of the children,the cross-border marriage,the transnational family and other special population phenomena,which has a direct impact on the steady development of the basic medical insurance in Yanbian.Establish and improve the urban basic medical insurance system,Realize the free connection and transfer between different medical insurance,respect and safeguard the health rights of all members of society,to realize social fairness,is of great significance to build a harmonious and stable society.
