摘 要:随着供给侧结构性改革的深入,无雇主化、就业时间和场所不固定、收入不确定等各种类型的新业态就业状态人员不断增多。按有工资性收入的职工和无工资性收入的居民设计的基本医疗保险制度模式,难以适应新业态就业人员的参保需要。在分析我国现行基本医保制度参保筹资和待遇等特点、新业态就业人员现状和参加基本医疗保险面临困难和问题的基础上,有针对性地提出应对医疗保障制度体系进行顶层设计,在强化和完善职工和居民医保制度体系基础上,增强新业态就业人员参保的灵活性和适应性,通过在职工和居民之间设计过渡性的制度安排,持续保持新业态就业人员的参保全覆盖。With the deepening of supply side structural reform, there are increasing number of new types of employment status, such as no employer, no employment time and place, and income uncertainty. According to the basic medical insurance system designed by workers with wage income and the residents without wage income, it is dicult to adapt to the need of taking part in insurance of the employees in the new career form. Based on the analysis of the characteristics of the current basic medical insurance system, the current situation of employment personnel of new career form, and the diculties and problems of participating in the basic medical insurance, the paper puts forward the top-level design for coping with the medical insurance system. On the basis of strengthening and improving the medical insurance system of workers and residents, we should enhance the flexibility and adaptability of taking part in insurance of the employees in the new career form, and design a transitional institutional arrangement to maintain the full coverage of them.
