世界风电政策的分类及其具体措施研究

摘　　要：本文对迄今为止世界各国为促进风电发展所实施的相关政策进行了全面而系统的分析,从而建立起关于风电政策的整体认识和全球视野,为风电政策的制定和研究提供科学的参照系和路线图。首先,对11个风电大国的风电政策进行了全时段的梳理和研究;其次,对所有政策进行了科学分类;再次,阐述了每一项具体政策的内容与含义;最后,考证了各国风电政策实施的基本情况。本文的核心思想是,应该对风电政策的类型及其属性有一个全面的认识,以避免政策的误用或错配。本项研究对于正确认识世界风电政策的全貌,准确把握各项风电政策的性质与功能,合理选择和运用风电政策工具,以及适时妥善更新风电政策,均具有重要的基础性参考意义。The policies worldwide promoting the development of wind power up to now are completely analyzed.The holistic understanding and global perspective on the wind power policies are set up.This study provides a scientific frame of reference and a roadmap for the formulation and research of wind power policies.First of all,the wind power policies so far based on the wind power top 11 countries have been thoroughly clarified and studied.Secondly,all policies are scientifically classified.Thirdly,the content and meaning of each specific policy are expounded.Finally,the basic situation of the implementation of wind power policies in various countries is verified.The main point in this paper is that the classification of wind pewer policies should be realized overall,so that the misuse and mismatch of the policies can be effectively avoided.The present research are valuable to correctly realize the overall perspective of the world wind power policies,accurately grasp the nature and function of the wind power policies,reasonably select and apply wind powerpolicy tools,and timely and properly update the wind power policy.
