邻避冲突中环保NGO参与作用的效果及其限度——基于国内十个典型案例的考察

摘　　要：近些年,由邻避设施而引发的邻避冲突问题已成为公共治理的一大难题。为了探索环保NGO在邻避冲突中参与作用的实际效果,特借助第三方介入的功能视角建立起研究的指标体系,最终形成了7个观测变量和25个衡量指标。通过对国内十个典型案例的考察,研究发现环保NGO在参与邻避冲突的治理中具有明显的积极效应,实际中环保NGO在促进公众认知调解、理性引导公众参与行为、增强政府回应能力、疏导公众集体情绪方面具有功不可没的作用。但是在信息培训、沟通对话、议题拓展、助力维权方面仍呈现出不足之处,概括而言其在邻避冲突治理中仍存在行为限度、议题限度、信任限度和能力限度的问题。In recent years, more and more conflicts caused by NIMBY, which have become a main problem for public governance. In order to explore the actual effect of ENGOs participating in the NIMBY governance, the paper constructs the index system from the perspective of the third party intervention, eventually forming the 7 observed variables and 25 measurable indicators. Secondly, one by one coding the ENGOs in the five typical cases, we investigate and evaluate the ＂real natural＂ of ENGOs through literature review of NIMBY conflicts. Then, we investigate and evaluate the effect of ENGOs participating in the NIMBY governance from ten typical cases. The study found that ENGOs have significant positive effects on the NIMBY governance. In practice, ENGOs play an important role in promoting public cognitive mediation, rationally guiding the behavior in public participation, strengthening the government＇s ability to respond and dredging public collective mood. However, training information, communication and dialogue, topics expasion, and help to safeguard the rights still exhibit deficiencies, generally, which still exist the limits in behavior, topic, trust and ability in NIMBY governance.
