摘　　要：府际协作是地方政府解决治理难题的有效途径,是区域治理创新的必然选择,目前已经形成了正式与非正式协作机制。基于制度性集体行动框架,交易成本和契约风险因素是府际协作机制形成的重要影响因素,两种机制的形成在自主性程度上的差别也是两种因素的作用结果。随着府际信任程度的累计与变化,两种机制在府际协作关系建立、巩固和升级阶段中呈现出不同的结构与比重。2007-2016年间四川省各城市324条府际协议数据表明,府际协作正式性程度受信任程度的直接影响,呈倒"U"型演变趋势。目前该区域逐渐从协作关系巩固阶段进入升级阶段,协作机制从正式演变为非正式。为进一步完善府际协作,应尽可能地根据城市间的信任程度以及协作的交易成本和契约风险,选择适当的协作机制。Intergovernmental collaboration is an effective way for local government to solve governance problems and is an inevitable choice for regional governance innovation. Currently,formal and informal collaborative mechanisms have developed. Based on the institutional collective action framework,transaction cost and contract risk are important factors influencing the formation of intergovernmental collaborative mechanism and resulting in the two mechanisms' difference in autonomy. With the changes in intergovernmental trust,the two collaborative mechanisms present different structures and proportions during the establishment,consolidation and upgrading phase. 324 intergovernmental agreements among cities in Sichuan Province during 2006-2007 show that the level of formality in intergovernmental collaboration is directly influenced by degrees of trust,presenting an inverted U-shape. The intergovernmental collaboration in this region has gradually entered from the consolidation phase to the upgrading phase and the formal collaborative mechanism evolves into informal one. To further improve government collaboration,proper collaborative mechanism should be selected according to the degree of trust across cities and the transaction cost and contract risk of collaboration.
