摘 要:城镇大班额趋势日益明显,但多数城镇大班额治理遭遇瓶颈,效果不佳。以统筹治理理论为指导,借鉴青岛、成都二市大班额治理经验,城镇大班额治理的可行路径应当是充分发挥统筹治理的协同整合功能,破解大班额治理主体治理冲突和卸责问题。其基本要求是建立多元治理主体的分工协同机制,实现"增加供给、平衡需求和空间疏通"理念指导下的资源整合,突显治理程序统筹下的程序正义。There is an obvious trend of large classes in urban areas, but a bottleneck has been encountered in the governance of most large classes with unsatisfactory results. Guided by the integrated governance theory, and combined with the governance experiences of Qingdao and Chengdu, the feasible path of governance should be to give full play to the synergistic and integrated functions of governance as a whole plan to solve the problems of governance conflict and responsibility shirking. Its basic requirement is to establish the division of labor and coordination mechanism of multiple subjects dredging achieve the resources integration under the guidance of "increasing the supply, balancing the demand and the space" and highlight the procedural justice of the governance process.
