摘　　要：政府数据开放已经成为世界的潮流,我国政策法规的不完善严重制约着政府数据开放的范围、程度和进度。本文在分析、借鉴欧美发达国家政府数据开放的研究成果和实践经验的基础上,厘清了政府数据开放的内涵、属性,进而在分析中国政府数据开放的现实状况与面临问题的前提下,有针对性地提出了推动中国政府数据开放发展的相应策略。希望能够对我国政府数据开放的有效实施有所帮助。The open government data has become the trend of the world. The imperfection of the policies and regulations has seriously restricted the scope,extent and progress of government data. This paper clarifies the connotation and attribute of open government data,on the basis of analyzing and drawing on the research results and practical experience of government data from developed countries in Europe and America,also analyzes the reality of the openness of Chinese government data and problems,at last this paper put forward the corresponding strategy to promote the development of Chinese government data,hopingto be helpful to effective implementation of open government data.
