摘　　要：依据德尔菲法(Delphi method)对焦点群体采用反复多次的反馈循环式问卷,确定体育彩票经销商遴选准则、指标等要素;运用层次分析法(Analytic Hierarchy Process,简称AHP)对经销商遴选层次结构要素进行分析,提出遴选评价的5个关键标准、15个子标准和43个评价指标;构建体育彩票经销商遴选的层次结构模型和数学评价模型,将模糊不确定的因素转为明确可衡量的评估因子,使得评估的思维更加条理化、科学化,以解决复杂的决策问题并减少决策错误,进而实现体育彩票经销商遴选的最优化。On the basis of Delphi method, focus groups are given repeated feedback questionnaires to determine the criteria and index for the selection of sports lottery distributor. The Analytic Hierarchy Process （referred to as AHP） is used to analyze the distributor selection hierarchy, put forward 5 key criteria for selection and evaluation, 15 sub standard and 43 evaluation indexes. The hierarchical structure model and mathematical evaluation of sports lottery distributors selection model are construc- ted, transferring the fuzzy uncertainty factors into clearly measurable evaluation factors, which makes the assessment thinking more scientific and systematic, and can solve complex decision problems and reduce decision-making errors, so as to realize the optimization of sports lottery distributor selection.
