我国公共体育服务财政政策法规发展脉络、执行现状及对策研究

摘　　要：通过对我国公共体育服务财政政策法规发展脉络的梳理,指出我国不同地区公共体育服务财政法规政策实施过程出现的各地财政能力不均衡、财政投入不均衡、项目财政支出不均衡和体育设施建设投入不均衡的现象,并分析公共体育服务财政政策法规颁布后的政策执行现状,同时从横向和纵向分析财政政策的执行效果,并从政策颁布者层面、政策执行者层面以及公众认识层面进行原因剖析且提出对策建议,为公共体育服务财政政策的有效实施提供决策依据。This article listed the fiscal policies and regulations of public sports service in different pe- riods, pointing out the situation of financial regulation and policy implementation of public sports service in different areas, such as unbalanced fiscal capacity, unbalanced financial investment, un- balanced fiscal expenditure and unbalanced sports facilities construction investment; further, it analyzed the present situation of public sports service fiscal policies and regulations and fiscal policy effect from the horizontal and vertical sides. Finally, it finds out the reasons and gives suggestions, in order to provide policy reference for the public sports service.
