摘　　要：国内外关于公共图书馆有多种概念界定。公共图书馆的法律界定是在历史积累上集思广益的结果,也是新时期话语环境的作用结果,其特点集中体现在:设立与管理主体多元化、以公共文化话语为主导、社会教育以多形式表现。The concept of public library is defined variously at home and abroad. The Public Library Law gives a legal definition based on both historical knowledge accumulation and present discourse environment. The character of the legal definition is mainly reflected in three aspects1） It diversifies entities of establishment and management;2） It is dominated by public cultural discourse;3） It emphasizes social education in multifarious forms.
