摘　　要：海岸带区域可持续发展状况的评价,能够了解区域可持续发展的水平,能为区域可持续发展的管理及政策的制定和实施提供依据。联合国等各级机构在海岸带综合管理实施和监控的过程中,评价指标是发挥重要作用的工具。海岸带是特征明显的区域,海岸带区域可持续发展的特征是系统的复杂性、边界性和多样性。运用综合福利法可以对海岸带区域可持续发展进行评估。综合福利是指标存量与其影子价格的乘积。指标的选取需通过综合汇编国际、国家及省市层面的相关法律法规,结合区域本身的实际,通过专家咨询及区域内利益相关者的选择等方法选取。通过综合福利法可以明确估算海岸带区域系统的综合福利以及是否处于可持续发展状态。通过问题导向的方法选取指标,既考虑了海岸带区域可持续发展的共性问题,又兼顾了各区域自身的特点,评估的结果能更好地符合具体区域的可持续发展实际。The evaluation of the sustainable development of coastal zone can understand the level of regional sustainable development,and can provide the basis for the management and policy formulation and implementation of regional sustainable development. In the process of implementing and monitoring the integrated management of coastal zones,the United Nations and other institutions play an important role in the process of implementation and monitoring. The coastal zone is a region with obvious characteristics. The unique feature of regional sustainable development of coastal zone is the complexity,boundary of the system and diversity. The Inclusive Wealth method can be used to assess the sustainable development of coastal zones. The Inclusive Wealth is the product of the index stock and its shadow price. The selection of indicators should be carried out through comprehensive compilation of international,national and provincial levels of relevant laws and regulations,combined with the actual situation of the region,through expert consultation and selection of stakeholders in the region. Through the method of problem oriented selection index,which considers the common problems with the regional sustainable development of coast,have features of both the region itself,the results of the assessment can better meet the sustainable development of region specific practice.
