城乡低保政策实施现状及对策研究

摘　　要：作为城乡贫困人口生活保障"最后一道防线"的低保制度,至今已取得了政策日益完善、覆盖面不断扩大、待遇标准不断提高等成就。但在具体政策的执行中,城乡低保制度仍然存在着低保对象识别困难、城乡低保待遇标准较低、基层力量薄弱、对低保政策认识出现偏差等问题。基于此,提出强化低保对象动态管理、完善基层队伍、提高保障待遇、根据购买力和实际经济情况适当调整低保待遇标准等对策,以更好的促进低保政策的有效执行。As the last line of defense for the living security of the poor urban and rural people,the policy has been improved,the coverage has been expanded,and the standard of treatment has been continuously improved.But in the specific policy implementation,the urban and rural subsistence allowances system still has problems such as the difficulty of identifying the objects,the lower standard of treatment,the weak grassroots power,misunderstanding of the subsistence allowances policy and so on. Based on the above,the paper puts forward to strengthen dynamic management,improve the grassroots teams,and improve and adjust the allowances standard according to the purchasing power and the actual economic situation to promote the effective implementation of allowances policy.
