摘 要:依据《2016年度吉林省政府政务公开第三方评估指标体系》,运用网络调研、电话调查、文字资料校验、模拟用户、专家评测、随机抽样、统计技术等方法,对吉林省12个市(州)、54个省直部门网站的政务公开绩效进行专项评估。数据采集时段自2016年12月22日起至2017年3月22日止。正式评估前对评估人员进行了系统培训,并经历了评估演练、数据采集、结果分析、报告撰写过程。与2015年相比,各市(州)和省直部门的政务公开的水平、绩效和质量均有不同程度的提升,但发展水平不均衡的现象依然存在。为此提出的意见建议是:进一步落实政务"五公开"机制,规范信息发布内容;及时解读好政策,主动回应社会关切;统一制度与标准,优化融合政务公开渠道;强化领导与监督,推动评估结果实际应用;着眼于教育培训,注重培育信息素养。According to "Third-Party Evaluation Index System for Jilin Provincial Government-Affairs Openness in 2016", some methods, including Internet survey, telephone survey, text material check, simulated users, expert evaluation, random sampling and statistical technique, are used to evaluate government-affairs openness performance of 12 cities (include an autonomous prefecture) and 54 provincial departments. All the data are collected from December 22, 2016 to March 22, 2017. Before formal assessment assessors had been trained systematically and they had gone through a series of process known as evaluation, data collecting, result analysis and report writing. Comparing with 2015, there are different progress at level, performance and quality in government-affairs openness, but the problem of uneven development still exists. Therefore, opinions and suggestions are put forward as follows: implementing the "five openness" mechanism to move forward and normalizing information release contents; explaining policies in time, responding to citizens' concerns actively; unifying institutions and standards, making government-affairs openness channels optimized and merged; strengthening leadership and supervision and promoting assessment result application practically; and focusing on education and training and paying attention to foster information literacy.
